In September, Sepblac hosted a webinar for financial obliged entities and notaries addressing the risks of money laundering and terrorist financing (ML/TF) in the commercialisation of second-hand mobile phones by criminal groups. Through a practical case study, the session illustrated how suspicious transaction reports can trigger both operational and strategic analysis within the Financial Intelligence Unit, ultimately leading to investigations and enforcement actions by the competent authorities.

This webinar marks the start of a series designed to strengthen public–private cooperation in preventing ML/TF. Its aim is to foster information sharing, joint risk assessments and the early detection of suspicious transactions, paving the way for more effective financial intelligence within a collaborative framework.

As a result of this session, a guide has been published on risk profiles linked to the use of second-hand mobile phone trading by organised crime. The guide, available via the link below, highlights the main actors and risk typologies identified in the analysed and investigated operations, serving as a practical resource to support the sector’s preventive efforts.
